I'm afraid everyone who has commented is correct. You are the parent. It is up to you to make abuse unacceptable in your home. I get that ADHD makes it challenging, but it is NOT up to your younger son to stop the abuse. It's up to you. There must be a clear, unpleasant consequence every single time your older is abusive. No exceptions. Your younger son needs you to stop the abuse. Do it.
